In the Planning phase GLE can conduct a functional analysis of the project, define key objectives, review utility options, define permitting requirements, offer alternative solutions, and verify if the budget is adequate for the project plan.

In the Design phase GLE considers alternative design solutions to optimize the expected cost/worth ratio of projects at completion. Value engineering elicits ideas on ways of maintaining or enhancing results while reducing project costs.
